We’ve received several requests this week asking how to add Libya to the Embargo controls in GTS. Not surprising, since that is one part of GTS that anyone rarely visits. So, here we go !
From the main GTS menu, select “Legal Control – Export” from the Compliance Management section.
Next, execute the function for Maintaining Country-specific information.
Executing for “LY” will limit results to focus only on Libya, but it also works for multiple countries.
Double-click on the line near the top of your screen to produce the image nearer to the bottom. Our objective is to enter a “check” mark in that little white box in the column titled “Embargo.” Unfortunately, when you click on that box, it does nothing. Admittedly, this is not a very “intuitive” process. The next step is to highlight the line of data, then click the “copy” icon. This produces a second line, which will allow us to activate the Embargo flag (checkbox).
Click on the checkbox in the new line. Then, select the other line and click on the “delete” icon. Finally, save your work.
Now don’t forget to include Libya in your configuration settings for License Control too. This is very easy if you have followed best practices and setup an “E1″ country group. Simply add “LY” to the group and remove it from the “World1″ or “All_Countries” country group. Before you migrate that configuration to production, be sure to inspect existing export licenses to understand what impact this may have on any “open” documents. Could you explain how the embargoed country list works? I’ve been told that if I put a country on the embargoed list, everything is blocked for that country. So, let’s say that I have a vendor with an address in Libya, even if I put the vendor on the positive list, the system will still block any transactions for the vendor. Is that true? I would prefer to put all of the embargoed countries on the list and force a manual review of every business partner in that country to insure there are no issues.

Yes, if you have a vendor in Libya and you have Libya checked as an embargoed country, then the vendor is blocked. There is no Positive List and it will block every transaction going to Libya. However, you can manually release transactions/documents on embargo on a case by case basis. But there is no way to “release” a vendor from embargo block in Libya. There is a report to search for all partners that are listed in embargoed countries (/SAPSLL/EMB_BP_EXP). But, again, it is just a display report as there is no release functionality associated with vendors/customers in embargoed countries. Not until an order/document comes through using one of those embargoed partners can you actually release it.
